Overview Position is open until filled. First round of application reviews will begin Monday September 22, 2025. Definition Under the general direction of the City Manager. Assistant to the City Manager to plan, direct and review various City functions as assigned. To provide highly responsible administrative assistance to the City Manager in the internal control and coordination of existing City programs. Responsibilities include providing direction to the City Manager's office staff and to other personnel as assigned. Assist the City Manager in the preparation of the annual operating budget. Manages the administration of the annual operating budget for City Manager’s Office. Represent the City in the community and at professional meetings as required. Respond to citizen complaints and requests for information. Coordinate activities in the City Manager's office with City departments and divisions, and with outside agencies. Coordinate assigned projects or activities directly related to management policies such as Federal grant applications and administrations. May administer and monitor grants, including preparing grant applications and modifications. Monitors, analyzes and evaluates legislation and other intergovernmental activities affecting the City; prepares and/or coordinates appropriate responses to legislation impacting City operations and/or the community at large. Monitors City Contracts management and compliance. Conduct studies, surveys and other administrative assignments; investigate and report on administrative problems, exercising independent judgment. Investigate and report on the cost effectiveness of alternative operations and plans. Gathering, analyzing, interpreting data. Submitting reports to the relevant department heads and management. Finding patterns and trends in the analyzed data. Helping management and other staff develop goals and identify needs. Establishing new data gathering and analysis techniques within the organization. Establishes positive working relationships with city staff and the general public. Assumes responsibility for ensuring that the position’s duties are conducted in a safe and efficient manner. May be assigned to lead programs or initiatives of the City Manager’s office with city departments, divisions and/or outside agencies. Managing the organization’s social media and online interfaces. Provides administrative and technical support to committees, staff, and projects as assigned. Assists in making presentations and participates in Community outreach events. Follows up on a variety of citizen inquiries and/or concerns and provides assistance to resolve these. Provides basic information and forms to the public. May supervise office staff as needed or required. Perform other related duties as assigned. Qualifications Prior experience as a project analyst in a related field is required. Strong understanding of project management and data analysis. Proficient in computer technology and Microsoft Office applications. Working knowledge of applicable laws and standards pertaining to city government. Excellent verbal and written communication skills. Strong analytical and problem-solving abilities. Exceptional research and reporting skills. Flexible to work long hours as required to meet project deadlines. Leadership skills with proven experience managing a small team. Strong analytical skills. Proficiency in mathematics and the skill to translate complex mathematical information into understandable reports. Strong oral and written communication skills. Reportwriting and presentation skills. Education and Experience Any combination of education and experience that may provide the required knowledge, abilities, and skills is qualifying. A typical way is graduation from an accredited college or university with a bachelor’s degree; a master’s degree is preferred, and the equivalent of three (3) years of experience in one (1) or more with the following: Community Development Block Grant (CDBG), management of grants or contract, or related field, with a public agency. The ability to speak Spanish is highly desirable. Necessary Special Requirements Possession of a valid Class C motor vehicle operator’s license from the State of California. The position entails working in situations that may expose the employee to fumes or airborne particles, electrical shock, or mechanical hazards. The nature of the work also requires the incumbent to climb ladders, drive motorized vehicles, operate heavy vehicle traffic conditions, and often work with constant interruptions; have the ability to speak and hear; and get from one location to another in the course of doing business.
